I'm not sure if they still require paper customs forms (if so, you'll receive one during your flight). Customs is about what you're bringing, declaration and paying duties. They may ask for IDs to verify your declaration and ask where you live/stay/work etc. (In these small territories, there isn't a neighborhood or employer they don't know.) Federal immigration and territorial customs agencies perform mostly separate functions, but may notify each other if they find violations.
