Not necessarily. You can use a TSU on a regular paid rate whenever a suite of the right category is available, but for an award stay, my concierge has to contact the property and ask. At least, that's what she told me a couple months ago, and the suite upgrade was only confirmed a day or two later (from a property that she said was usually pretty quick to respond).
