Yes, when a company or agency is doing stuff - it always gets expensive. When a gov't agency does it, costs even more. Study, get approved, change, put out to bid, etc. So many things that can be done internally get farmed out. Money time delays more money
this is true with all airports…not just DCA. They fall under a pseudo govt corporation…usually a port authority or transportation board.
