Presumably the $1800 is the fare difference. You always pay fare difference, what you don't pay is the rebooking fee. That is normal across all airlines.

Refund is possible at a charge before travel commences, the fee is outlined in the fare rules. Are you saying that they are refusing to honor what is in the ticket? did you try HUCA?
