With an Eagle Creek bag I have, the axle was not bent (as far as I know) but one end of the shaft was displaced so the wheel didn't align properly. (Thank you, Delta.) I could put the axle back in the correct position and the bag would roll fine if unloaded, but when loaded, the axle would get displaced again. When I read the OP's description, I immediately thought of this.
