I would not do small claims exclusively - it assumes a DOT complaint is filed, and that is evidence you would present in court, even better if there is a sympathetic DOT response. You want to document all communications with AA and any regulatory authority to include as evidence. In fact, I might do a credit card charge back against the original ticket and then use AA's fighting against the charge back and their written response as a form of discovery to use in court.
