A DOT complaint is, however, the best and often only way for US consumers to get the airlines' attention, and the tactic has worked wonders for me in the past, transforming the company quickly from brutal stonewalling / dismissal to "Where would you like us to send the check?"

It is not DOT's fault that Congress, hypnotized by the airline lobby, has not enacted consumer protections with teeth along the lines of EC261.
