Baggage in general and cabin baggage in particular is a running sore on the side of the airline. It always has and it always will be. I am a Cabin Baggage person. I think that needing hold luggage is often down to just indisciplined packing or the need to have three changes of clothes each day. I ensure that each of my pieces - the suitcase and the personal item meet the criteria. I fly Club Europe and frankly I think that it is crazy that economy are allowed the same amount. Full fare and elites should have the same allowance as Club but not everyone. Ryanair and Easyjet do it with ease and stand no truck - if you want a suitcase as well - you pay for it. After 100 passengers pay for the service, it is closed. It goes as paid baggage or not at all. This would apply to Long Haul passengers making connections on to Short Haul as well. It would be printed on the Boarding Pass as the Low Costs do with their Speedy Boarding.
As standing waiting for luggage to come out of the hold wasted hours of my life that I will never see again I would - should I fly Economy - pay without hesitation. The crew on the delayed flights should have initiated a Baggage to Hold much quicker on the examples quoted. BA relies far too heavily on agents who care less to actually do anything that BA pays for them to do.
