I'm sure people wanted to avoid baggage charges before the recent months, but there has been story after story in recent months about Heathrow either losing luggage or having luggage delayed for days/weeks (and before someone wants to whine about the media, there's been plenty of threads about these issues on FT, too). People are being proactive and reasonable in wanting to travel exclusively with hand baggage.
