It'd definitely not fake nor made up. As I understand it, manufacturers use foam pellets to determine the volume of their cases. So usable volume for your actual stuff can vary widely from bag to bag depending on internal features, shape, and closure.

Ime, the more regular the shape of the bag and the fewer internal features or compartments it has, the more reliable the volume can be for setting expectations about how much stuff you can pack.
