Quarantine facilities are/were for red countries, which there are none of anymore. These are super edge case scenarios, but like if you had the J&J (one dose), flew to the Maldives, and then flew to Japan after spending time in the Maldives, you'd have to "home quarantine". I imagine an AirBnb could work for your "home quarantine"

I believe most of these rules were written for Japanese nationals who are visiting other countries, but now that people can start going to Japan (kind of), the documents should be updated.
