PHT is also entitled to deny Globalist breakfast benefits to the third person, but fortunately I've never heard of them doing that.
I always got the third person's breakfast comped, spa access and Twilight Time as long as my reservation showed 3 people and also at ADZ Tokyo, but all these were pre-COVID so not sure how they offer now. HR Hakone charged me the 3rd person's breakfast.
