I really doubt the UA agent was deliberately either (a) making extra work for herself, or (b) just trying to annoy passengers.
Or just to speed up the boarding process. I had an AA agent have one passenger scan the BP, and ask the passenger behind that person for their seat number for the agent to manually board them, and the whole process repeats during entire boarding.

I ran as fast as I could and talked my way to the front of the security and passport lines. They were just fininshing boarding when I got there. Luckily there was another flight in an hour.
But wouldn't the scanner beep red if that were the case? It's still weird. Unless another passenger reported that they lost their BP, and they are making sure that no one else is using lost BP to board the plane?
