Having earned status (any level) entitles you to MQM rollover. The $25K Amex spend just negates the MQD requirements for Silver, Gold, or Platinum status (but not Diamond) and you only have to worry about MQM earn to qualify.
The MQM rollover amount will based on whatever status level you attain. By earning Platinum (greater that 75K MQM Balance + Amex $25K spend MQD waiver), you'll rollover any MQM's over 75K balance into next year (currently, 16,219 MQMs). You currently have earned Plat status through Jan 31, 2024. In order to keep it through 2024, you need to end next year with at least a 75K MQM balance and spend at least another $25K on Amex card. If you end next year with less than 75K MQM, but more than 50K MQM, you will be Gold for 2024 and rollover any MQM in excess of 50K MQM (assuming you hit the $25K Amex spend MQD waiver next year).
