If this was a single ticket with a connection -- not a stopover -- in LON, I suggest that filing a complaint with the U.S. DOT would work very well. (I would want to be sure that the travel agent did not simply cobble together two separate tickets.) The DOT will promptly forward the complaint to the BA personnel specifically designated to respond to DOT complaints. And since the DOT is empowered to impose hefty fines on carriers who violate DOT rules (including the rule specifying that the baggage allowance specified on the ticket applies throughout a continuous journey), I think that BA would be motivated to fix this promptly.
