These government hotline people are largely just reading the website to you, at least on the front line. They can be useful due to the english website sometimes lagging behind the dutch one, and it's possible that if they escalate you'll get to [hear from] someone with actual knowledge - but probably not.
Doses here have been mixed, I thought the requirements were written in sufficiently inclusive terms to accommodate this.
