You are trying to accomplish the impossible here. Forget it, no TK agent will do it for you. Most will not even be aware of how to do it.
Anyway, you need to pick-up your checked luggage at SFO, so it really doesn't make a (big) difference whether you bags are tagged all the way to PHX.
You can ask at check-in at KVI if they can tag to PHX when on separate tickets.
