Just to note that while France has a flat rate for VAT refund of 12%, other EU countries such as Italy, Germany and Spain have different rates depending on the amount paid. For instance I think Spain will return up to 16% or similar if you bought an item of over 3,000 euros. If you wanted to make large purchases it could be more interesting to do it in those countries rather than in France - assuming the price is similar, of course.
Given that this question specifically addressed shopping in Paris and was posted in the France and Monaco subforum, I'd say the tax refund rates in other European countries is irrelevant.
