Totally depends on the rules of the fare that you booked. A 100% refundable ticket should get all of your points back. However, any service charges must be paid in cash against your credit card. UR will not deduct those charges from the points you spent. We recently had a 50% refundable ticket, but the only way to get anything back was to pay Chase a cash fee equal to half of the fare...they don't just simply refund half of your points. They either refund all your points, and you pay the penalties in cash, or you lose all of the points. Much better to transfer UR points to UA or other airline partners, then you have more options.
Thank you. Actually I am thinking of using cash (credit card, not Chase points), because with CSR they give 5x points through Chase Portal, only 3X on united.com.
