I wouldn't be surprised if that's how it worked in practice because that's how things used to work for AS before oneworld (when marketed by partner 1 and operated by partner 2 or AS, it credited as partner 2 or AS). I would trust datapoints more than the rules in this scenario.
But, per the written rules, I don't think so. SQ marketed AS operated qualifies under neither AS earning nor SQ earning charts:
