Fwiw, it's usually more like Bethesda issues guidance on something and then the franchisee home office or management company interprets that in a highly overreactive (i.e. cheap) way which then gets implemented in an even more ridiculous way by the property. The problem is usually more the middle entity, not Bethesda and not in front of you.
