Seating assignment has nothing to do with upgrades. # of upgrade seats is what matters. If theres is only 1 upgrade space made available, it'll skip you since you require 2. The next on list by themselves will be upgraded.

Also on what basis are you thinking you're being skipped? What's your elite level?
