I’m guessing that due to a combination of low occupancy and less globalists than typical due to the location that this hotel hasn’t had many or any challenges to this policy. Hopefully now there won’t be more issues in the future.
That probably explains it too - Hilton top-tier has the worst benefits package, late check-out not even guaranteed for them
