The trams connecting T3 and T1 are dedicated lines both airside and landside. It takes 5 minutes using the tram.

You can walk airside from T3 to T1 in anywhere from 10 - 25 minutes depending on where you are starting from and where you are going to.

To walk from the farthest point in T1 (gate D49) to the farthest point in T3 (gates A19-20) would take 45 minutes according to the Changi Airport map.
