As CWS explained, the ECJ considers that the Reg does apply to that situation. If the Reg applies, then all the rights under the Reg (including the right to compensation) are available. Whether there is entitlement to compensation in this individual case will depend on the reason for the cancellation (i.e. whether it was due an event that amounts to an 'extraordinary circumstance' or not).
