I've just completed a claim for damage to an Avis vehicle in South Africa and this was a huge pain to deal with. The itemised repairs from Avis (meticulously documented down to actual job cards and time sheets) were for a significantly higher amount than the deductible, but I was only charged the deductible amount on my invoice. So we spent 2 months going back and forth every week with the claims examiner demanding an invoice that matched the cost of the repairs, and Avis providing documentation that the mandatory insurance covers all but the deductible. I eventually wrote a long email clearly spelling out the situation with regards to mandatory insurance and deductible and finally got my approval letter today for the amount of the deductible.
Dont you have a credit card charge for the exact amount Avis charged you? That is all the adjuster cares when in our case for a claim happened in Sicily. Budget charged us the amount that was the excess + airport surcharge + vat. Chase adjuster approved the claim in a week, to the amount that was actually sightly higher than the policy allowed amount because the way Budget billed, the airport surcharges were itemized as well. Airport surcharge is NOT a covered item according to Chase policy. So at the end Chase underwriter paid 1200+ Euro out of 1400+ Euro billed. IIRC our share of the claim was below 150 euro while it should have been close to 250 euro.
Then it took a different adjuster 3 weeks to settle the loss on a no show lodging booking due to Italian Air Controllers went on strike so we had to fly a day early (and to different airport), thus lost the booked night because when that happened it was already 2 days after free cancellation. That adjuster asked all sorts of documents that were NOT possible to get. I was finally mad enough to call and demand the front line rep to get a higher up so we could straight up this matter once and for all. The claim was for less than 90 euro for goodness sake! I could tell the actual adjuster was listening on the other end silently as within 10 min she called me and offered the approval, asked how I would like to get the reimbursement.
Therefore I honestly feel it is a luck of draw on what kind of adjuster you ended up having to deal with. Some are reasonable like the Auto one I got, some are downright mean, like the lodging one for a measly 90 euro...
