Have a look at
"2. Required Documents" at the Australian Embassy in Canberra as a comparison:
Section 2, B, vi. shows the extra documents that the Melbourne consulate page is referring to.
So if you have a
passport from a visa waiver country then I do not think you need the documents
Melbourne refer to on this page in Table 1, point <5>
This is QUITE inconsistent between embassies, even in the same country!

Thank you! The Canberra page makes everything much clearer. When I asked these visa application agencies in Melbourne, they did say it would be easier if I hold Aussie passport but didn't specify what that means.. I am also planning on going in early Nov So probably applying next week if I can get a ERFS. Will share my updates here. Other than JGA, I also talked to Travel Japan/HIS who will only do it above board (hotel+flight). They were actually very helpful and efficient. So if money is no issue, I'd go with them. Those who can do ERFS I am in touch with is Japan Adventure Club. Also emailed a few others with no reply so far.
