I don't know when it changed, but it was definitely after I nominated someone who had nothing more than a SFO-YVR-SFO planned for the next 12 months, expecting the slot to reopen a week later.

I noticed this. I added a nominee on February 28th, expecting it to be removed the next day. I had to email the concierge to do it, and they told me it'll actually get removed Jan 16th. I found that confusing, and thought that it would have reset the day after I added them. Like you, I added them for a YYZ-SFO flight. In the end I don't mind, but pretty sure the site said it would reset March 1st.
