Getting it corrected at return by asking for a manager would have been the best approach. At this point, to be quite honest, we wouldn't even bother since Hertz is such a pain to work with these days and chances of success are small. Just our $0.02.
I had a "fix a AAA-related issue at return" situation at KOA in June, and it went fine, with a regular counter agent handling it quickly and correctly, no manager needed. (The issue was that the agent when I arrived had apparently never heard of the additional driver fee being waived for AAA members using a AAA CDP.)
