Yes, just the TK agent in DUS, nothing to do with Indonesian custom. Timatic just saying that passengers must have a Covid19 vaccination certificate and need to download the PL app, no mention that certificates must be uploaded. Then not sure what happened at the check in or whether my colleague was too timid addressing the check in agent.
