I was through my preliminary inspection and just had to do my secondary document check to finalize it, then the borders shut down. The TTP website states "Regarding the applications that have currently being accepted, the examination will be restarted when the current border control measures are relaxed." That would make me think that once they do eventually resume visa exempt travel you might be able to complete the process if it was previously in accepted state.

I think for Global Entry applicants it required at least 2 entries to Japan within the previous 12 months. That will be the biggest hurdle for most people when they initially want to re-apply.
