Getting the individual confirmed on the flight is the magic needed. Not something a newbie agent is going to pull off.
If PZ is available and the IRROPs displaced passengers are going to be #1 & #2 on the upgrade list if they moved to the new flight, but Y=0, is there really any harm rebooking then directly into PZ? Seems a lot less cumbersome then what was described trying to have rev management release space to overbook Y then upgrade.
