There are bags lying everywhere at Copenhagen airport baggage arrival hall this summer and previously they just line them up by certain area at the baggage claim area. I found someone was holding my bag once in LHR throughout my life, and I was able to get it back from this lady because I got my name tag on the bag. Lost bags is fairly common issue this summer, check all airlines' social media pages and you'll see tons of complaints everywhere.
Why would anyone want to take a bag that's not theirs? You have no idea what's in it and if you walk out with it and got caught you are responsible for the contents inside.
Yes its widely published but does that make it ok behaviour? In the case of TelAviv alone thats over 1,000 people going through this drama to simply get their belongings back. The bags are there, the airlines know where they are they could easily return them but there is just no interest in doing that, no doubt they will eventually auction them off and pocket the money and pay out the few who fight for their rights. It's probably a profit center for them!

Travel insurance wont respond until after the airline does, when it does there is an excess and they depreciate contents and you have to have a receipt for each item claimed, how many people have receipts for clothes!
For our part it's online carriers only (not those that don't have legal entity in our home country we can hold to account) carry on bags only now and we have AirTags inside those just in case. But frankly cruising looks much more appealing than air travel! Fool me once but not twice.
