Hmmm...maybe I'm missing something but our experience is different than you've described for your mom. We (both Americans living in UK) have found UK travel policies far cheaper than US policies. We both have mild heath issues and are in our 60s and a yearly policy has been £150 to £400 depending on how much coverage you want. We have used the comparison sites to research, moneysupermarket.com is a good one.
