DL has/had some special bereavement fares. I suspect that 3: applies to the fully refundable version of them. It's unclear to me whether the entire passage you quote applies to bereavement fares or (also) to ticket purchases/changes by people eligible for bereavement fares.
Your current tickets would not be bereavement fares, but if you were, for example, to purchase a new ticket to see a close relative in very ill health or for the purpose of attending a funeral (or possibly a memorial service, but bereavement fares might not apply if this is arranged fare in advance of the event), you would be eligible for a bereavement fare upon calling DL. (I'm not sure what verification is required.) IME bereavement fares aren't discounted much if at all from what you can normally purchase, but they can be more flexible. Unless it's a BE fare, tickets can currently always be voluntarily changed by paying the fare difference or (as always) using historical fares if inventory is available after flying the outbound portion of a RT or OJ ticket.
OTOH with no change fees now, whatever additional flexibility a bereavement fare could offer might not matter to someone who travels on DL with some regularity and can therefore use DL eCredits easily before they expire.
