Most banks will not exchange old notes for non-customers, supposedly due to money-laundering concerns. Post offices will probably be OK to change a small quantity. The Bank of England will change any amount for anyone (although over a certain quantity they will ask for ID documents and may pay away by bank transfer or cheque rather than in new cash).
