What would be the process for cancelling an Avios booking that is not eligible for BWC (flight is after Sep) in order to get the Avios back into my account?

In my case, the booking is for a US domestic flight where taxes/fees were 5.60 USD, so my understanding is that I would just not get that back rather than pay the cancellation fee.

Can this be done online, or do I need to call?
