People that have status, are eligible to all the status benefits, regardless of how they got the status. We do have many reports of this working the way it's written.
In 2020, my SE status was carried over, but I only qualified for 75K. I rolled over all my SQM over 75k, not over 100k, because I qualified for 75K.
However, I don't think we have any reports of situations where people were comped status, but otherwise did not qualify for anything.

The reports have been that they don't grant the threshold gifts until you've hit the SQD requirements. So no banked year unless you hit 20K SQD.
I'm not aware of any reports, but the terms very explicitly state "Member must hold eligible 2022 Aeroplan Elite Status to qualify, in addition to attaining the required Status Qualifying Miles or Status Qualifying Segments and Status Qualifying Dollars."
