Both from personal experience and numerous reported instances on these forums, I think there might have been a policy change on the part of Chase/BA. I don’t really see why it would be disadvantageous for Chase USA or Amex UK to allow this anyway, as it is only a tiny fraction of their prospective client-base they might lose to the overseas BA card.
Interesting, but I don't think Chase changed its policy, rather chances are that Chase's computers didn't pick up the change to a non-US address, possibly because BA failed to communicate it to Chase. The current T&Cs for the BA Chase card clearly state that the cardholder's BAEC address must be in the US:

Information about earning/transferring Avios points to British Airways: Avios points earned during a billing cycle will be automatically transferred to British Airways after the end of each billing cycle. I made the change to the EU address in 2002 or 2003 and reverted back to my US address 7 or 8 years ago, and never received any Avios in that period. Also, for several months after I made the switch back to the US the Avios I'd earned through Chase were still not being credited to my BAEC account, and I had to contact BAEC or Chase, or both, I can't remember, in order to get them credited. Since then I haven't had any more problems.
