I think the Avios-earning ability on all Chase BA cards linked to overseas BAEC accounts was reinstated a few years ago.

Both from personal experience and numerous reported instances on these forums, I think there might have been a policy change on the part of Chase/BA. I don’t really see why it would be disadvantageous for Chase USA or Amex UK to allow this anyway, as it is only a tiny fraction of their prospective client-base they might lose to the overseas BA card.
