Just wanted to share my issue so maybe I help someone else. I just got back from Ireland (dublin) to JFK. Was planning on doing Approval on arrival. But Dublin has U.S customs done in Dublin.... so when you land you do not go to the US customs.

I tried going to the arrival area and ask if it can be done and was told I was supposed to do it in Ireland since that is where I cleared customs. I was told this by the TSA guy who was at the door for the global entry room at arrival hall terminal 4.

Very annoying.

I was able to set an appointment for November but this was frustrating so I hope this info helps someone else.
