The words “if any” above, suggest that if you didn’t earn any status (e.g. you only have complimentary status, such as from the chase AP card), then you would get to rollover all your SQM (since those SQM weren’t used to earn the status, then they are all excess SQM).

No, it implies that if you didn't qualify for status through SQx, you're not eligible, because those who don't qualify for status aren't eligible for any rollover. If AC comps you 50K but you qualify for 25K, rollover based on 25K. If AC comps you 25K and you qualify for nothing, no rollover.
