If AA:
1. takes a fare on hold and then
2. increases the fare to whatever the fare would be if the same fare class as the original ticket was being booked and
3. charges the customer the higher fare, while even though AA may be doing that in practice, that also seems to be unsupported by flight credit rules:

1-3 just seem to be a way to rip people off. Even if AA’s rules allowed 1-3.
It seems as though AA’s practices don’t follow its own published rules.
Yes, it seems sleazy, even if the agents are completely upfront about any charges, which it appears they're not.
My advice is based on you being sure the agent never told you about the much higher fare. You might have to battle AA a little via email or DOT, but if the agent never told you about the charge on the call recording, you should get your refund.
Also, note that many flight credits need to be used by 9/30 for travel commencing by 12/31, so you might want to check that and move ASAP to use it, get it converted to a trip credit or voucher, etc. Good luck.
