YES. Happened to me too around 3 weeks ago.
Two different tickets and two separate agents (chat and phone) quoted a re-fare both times. The only reason I caught it was because the chat agent said there was payment due and I knew my credit was more than the cost of the ticket.
I am almost sure this is new, and I wouldn’t be surprised if an unintentional IT error, where using a credit is now triggering a re-fare.
In my case I just paid cash for the ticket online which honored the held price. Others may not have the same flexibility or fly AA enough to not worry about expiring credits so this really needs to get fixed.
