The DOT policy merely requires that the airline offer a full refund if a ticket is cancelled within 24 hours, and has been purchased at least seven days in advance (unless the airline offered a free, 24-hour hold, which I assume FJ does not). The DOT does
not require a partial refund if the passenger changes the ticket within 24 hours.
That said, if the OP has screenshots of FJ webpages showing that a partial refund would be issued for the changed ticket, then the OP might have a valid DOT complaint for deceptive/misleading practices.
The OP should have just cancelled and rebooked.
