If they find a particular agency was issuing blanket ERFS that did not comply with the legal requirements it would take them 2 seconds to do a database query to pull up any eVisa associated to ERFS issue by that agency in violation of the rules.
I suppose this is true, but we know from other posters in this thread that JGA does offer guided tours as well. A blanket cancellation would likely catch some of these tours. I also doubt the Japanese government's inclination to take this step. I certainly hope not!
