Something did not seem right about the 2 hotels being linked, so I went back and checked the address of the existing Courtyard:
"155, 1 1st Street, Lumphini Street, Third District, Bangkok 10330, Thailand".

The ads that had been placed to recruit the management indicate "Sukhumvit 20", so I realized that, although still not listed on marriott.com, it must be another Courtyard that will open, besides the one in Suvarnabhumi.
I got the confirmation on that Bangkok Post piece:

With the Courtyard that opened in North Pattaya in March, that would be the 5th property under that brand. That does not seem to match the government's goal to 'upgrade' Thailand's visitors, but, as we are presently seeing, the locals now travel a lot more.

Others might also have noticed the increasing number of Marriott GMs that came from the sub-continent to manage Thai properties, while I don't think that there are many Thai nationals that are offered this position.
There are probably others than Shashank Sinha (Courtyard Pattaya), Debdyuti Dasgupta (Courtyard Bangkok), Abhimanyu Singh (JW Marriott Khao Lak) and Rajat Chatterjee (Le Meridien Chiang Mai).
I think that I recall that George Varughese, that was GM at The Surawongse and is now GM at the JW Marriott in Phuket, was actually born and raised in Malaysia.
