That makes sense. But, you don't know why that person was at that airport (unless you do, in which case I retract), and I don't think them having their camera on indicates they were trying to do something dangerous, illegal, unethical, etc. There could be any number of reasons why someone would be at that airport, so I don't understand how you can conclude that the *only* reason they're there is to be a PITA.
As one example, what if they were dropping someone off that was taking a flight out of that airport?
I used to review flight manifests of private planes as part of my day job (which admittedly has nothing to do with aviation so maybe I'm out of my element), and I routinely see my clients' planes arriving into and departing out of large airports. It's not unusual for these people to fly int'l commercially into a large international airport then take their private plane somewhere else. It also seems to be pretty common for planes to touch down at large airports to pick people up or drop people off, then continue on. Of course, these aren't Cessnas but they also aren't 737s, and the planes I'm referring to do commonly land at exec airports.
