The OVW (for standard redemption) are now called Sunrise WV, and there are fewer of them because of the distinction.
I have never found a Hilton (though they probably exist) that blocks standard redemptions while selling standard rooms.
If you can’t book it, it’s either blocked from all sale, you haven’t met minimum stay criteria or it’s sold already.
