There will be Zone 1 boarders who are sitting throughout Y class seating — but primarily forward of the wing (in preferred seats).
And Zone 2 also includes a big group of frequent fliers: WestJet silver status (relatively easy to achieve, so there are lots of them) and, IIRC, some Delta Medallions. They’re likely to be seated all throughout the Y cabin.
True “back to front” boarding really doesn’t start until Zone 3. Unlike 1 and 2, Zone 3 is determined solely by seat location.
Best bet to ensure bin space without having any status, realistically, is to sit as far back in the cabin as possible.
